 EuroView.ecct  (2023-10-20):  The cabinet is proposing amendments to the Political Archives Act and the Classified National Security Information Protection Act to allow political archives from Taiwan's authoritarian past to be made public ... of the estimated 4,500 political archives classified as permanently confidential under the current law, half of them could be declassified next year if the amendments pass.    If lawmakers pass the amendments, the classified archives created before 1984 would be released in about six months after the revised laws take effect.

(1)   The cabinet is trying to reveal some past human rights abuses committed by state authorities.  But only some of those archives created before 1984 may be to opened to the public.   Those persecutions after 1984 still will be buried.   The evil politicians are trying to save themselves?  - Why don't they declassify all files till present?
(2)
Declassification of confidential documents may shed light on some events of the Martial Law era.  But the prime suspects persecuting Taiwanese people before 1984 most likely are dead already.   New persecutors are still alive.

  4 years ago, an international review panel ( Philip Alston, law professor at New York University; Eibe Riedel, former member of the United Nations Committee on Economic, Social and Cultural Rights; Jerome Cohen, law professor at New York University; and Nisuke Ando, professor emeritus at Kyoto University, etc. )  conclusively advised Taiwan legislating a new law to against torture and Cruel, Inhuman or Degrading Treatment or Punishment.

from the perspective of Chiang Kai-Shek, this was an insurrection. And these had been common in mainland China under the [Republic of China] dating back for decades…so it was quite typical to dispatch the military and put down what they perceived to be a rebellion. Today's serious persecutions cause immediate harms, the longer it lasts, the heavier the harm ̥  The gov. should face human rights issue.  The gov.'s  “turning a blind eye”  is a criminal offense in itself.  Nowadays'  prime suspects are timid to turn themselves to the court,  the government is timid to arrest them.   Taiwan's president is suspected not to realize her commitments declared in presidential election campaign.

While working on mass atrocities during Chiang Kai-shek's (蔣介石) regime long years ago,  transitional justice might becomes a hard work to get no hard proofs.

Today's major cases first

Among all persecutions in recent years, Taiwan should prioritize cracking down the cases : (1) mobilizing or inciting as many as nationals to persecute the victims (2) highest-level officials are engaged (3) recidivists (criminal repeat offenses)  (4) all or most suspects are still alive (5) high-tech weapons employed

The case in this website crosses 4+ successive presidents since about 1991 in Taiwan, and ranked No.1 on the net in the US (Bing, Google, Yahoo), Russia (Yandex), China (Baidu), on Japan's and Taiwan's Yahoo , and European internet engines (Germany Ecosia, Swisscows, etc).
