 New York Times (2018-9-3) says that basic microwave weapons might accomplish more nuanced aims such as beaming spoken words into people's heads.    ──   However, this (creepy Halloween voice to your head,  like an invisible illegal intruders reside in your head ) had already become a reality at least 30-40 years ago.

  Is the US an accomplice ?

 

BBC, 2021-9-9: The brain is being seen as the 21st Century battle-scape.   Reports say from the 1990s, the US Air Force had a project codenamed "Hello" to see if microwaves could create disturbing sounds in people's heads, one called "Goodbye" to test their use for crowd control.

 

New York Times, 2018-9-1 (brief): To turn microwave radiation into covert weapons of mind control...   More recently, the American military itself sought to develop microwave arms that could invisibly beam painfully loud booms and even spoken words into people's heads...  microwaves can trick the brain into perceiving what seem to be ordinary sounds.  The dimensions of the human head, scientists say, make it a fairly good antenna for picking up microwave signals.  In Albuquerque, N.M., Air Force scientists sought to beam comprehensible speech into the heads of adversaries. Their novel approach won a patent in 2002.

 

From reports above, it's within reason to say that Taiwan's mental-control weapons were imported from the US.   However, it's unknown whether or not the US gave their official permission for Taiwan's secret police to use any of those high-tech weapons on Taiwanese people.  

 

CarnegieEndowment.org (2021-05-12) :  a growing number of voters support initiatives to restrict U.S. aid to Israel due to its human rights violations...   the administration should enforce existing laws that prohibit the use of U.S. security assistance for illegitimate purposes.   All countries receiving U.S. aid must meet human rights standards, and countries violating these standards are liable to be sanctioned and ineligible for U.S. funding.   The United States does have obligations under both federal and international law to ensure that it is not furthering human rights abuses.  

 

If not restricting and stopping Taiwan's human rights abuses by using American high-tech weapons,  the US is an accomplice, most likely.

 

  Is Taiwan the prime criminal ?
 

The Taiwanese government has never opened high-tech mind control issue to the public.
The government refuses to open
archives about persecutions after 1984.   EuroView.ecct  (2023-10-20): half of political archives (of the Martial Law era.) before 1984 MAY shed light on only some events.

"Terrorism" is defined by some popular film as "Any individual or group that uses violence to achieve a political goal", Persecution in various forms of violence definitely fits the definition, therefore we can call persecutors as terrorists !

After Taiwanese president declared in the presidential campaign 2016 (storm.mg/article/1904433?page=1) and the National Day Declaration in 2021 that her main political opinions on human rights persecution,  the whole transitional justice project has been just spinning its wheels   Till now, the Transitional Justice committee just surfaced some dusty files those files are only part of "surveillance" cases, on which many victimizers'(perpetrators') names are erased or covered. 
Taiwan's government did the right thing in half way and in reverse order, avoiding the most important ones  ─  "Persecution" cases.

   the correct priority should be:
(1) Firstly, recent years' major persecutions (2) Secondly, major persecutions in early years (3) Third, other minor cases

  Today's first

Today's serious persecutions cause immediate harms, the longer it lasts, the heavier the harm ̥  The gov. should face human rights issue.  The gov.'s  “turning a blind eye”  is a criminal offense in itself.  Nowadays'  prime suspects are timid to turn themselves to the court,  the government is timid to arrest them.   Taiwan's president is suspected not to realize her commitments declared in presidential election campaign.

While working on mass atrocities during Chiang Kai-shek's (蔣介石) regime long years ago,  transitional justice might becomes a hard work to get no hard proofs.

Today's major cases first

Among all persecutions in recent years, Taiwan should prioritize cracking down the cases : (1) mobilizing or inciting as many as nationals to persecute the victims (2) highest-level officials are engaged (3) recidivists (criminal repeat offenses)  (4) all or most suspects are still alive (5) high-tech weapons employed

The case in this website crosses 4+ successive presidents since about 1991 in Taiwan, and ranked No.1 on the net in the US (Bing, Google, Yahoo), Russia (Yandex), China (Baidu), on Japan's and Taiwan's Yahoo , and European internet engines (Germany Ecosia, Swisscows, etc).  

Solving the case could scare other evil politicians, and avoid same mistakes occurred in the next 50 ~ 100 years; This is a good case for international study.

However, the international community has repeatedly expressed concern about Guatemala's lack of democracy, and the US criticized the deterioration of the rule of law and the persecution of journalists.

the Universal Declaration of Human Rights includes an express right to privacy. ── No one shall be subjected to arbitrary interference with his privacy, family, home or correspondence, nor to attacks upon his honour and reputation. Everyone has the right to the protection of the law against such interference or attacks.

The US Supreme Court has recognized the right to privacy as a fundamental right.

Justice Brandeis:  “the right to be let alone [is] the most comprehensive of rights, and the right most valued by civilized men.” ArticleThe Right to Privacy defines privacy as the “right of the individual to be let alone".

However, according to Law, in case of emergency, those civil organizations do not need a certificate of authorization to have a deal with western companies.
